Generally speaking, the way I go about it varies from picture to picture. However, I do in fact use Photoshop for the majority of my works. It’s the first program I used when I started, and therefore the one I find myself most comfortable with. It’s great for more painter-y works!

Lineart is almost always done in Sai, though. The quality of lines that program delivers is pretty much unmatched in my opinion :)
